批准
Meaning
Ratification; the formal approval of an international treaty or agreement by a state's authorised body, rendering it legally binding.
A legal and diplomatic term used specifically for the formal endorsement of international agreements. In Japan, treaty 批准 typically requires cabinet approval and, for major treaties, Diet ratification. Signing (署名) a treaty is only a preliminary step; until 批准 occurs, the agreement carries no binding legal force in domestic or international law. 批准書 (instrument of ratification) is the official document exchanged between states.
Examples
- 気候変動に関する国際協定の批准が、各国の議会で審議の的となっている。 Ratification of the international agreement on climate change has become a subject of deliberation in the parliaments of various countries.
- 条約に署名しても批准が完了しなければ、当該国に対する法的拘束力は生じない。 Even if a treaty is signed, no legally binding obligation arises for the country concerned until ratification is complete.
- 上院の批准を得られなかったため、この多国間条約は予定通り発効するに至らなかった。 Because Senate ratification could not be secured, this multilateral treaty failed to enter into force as planned.
