The 是...的 (shì...de) construction is used to emphasize specific details about a past event that has already happened, such as the time, place, manner, or person involved.
The 是...的 pattern highlights background details of a known past action. The speaker and listener already know the action occurred — the point is to focus on when, where, how, or who. 是 is placed before the detail being emphasized, and 的 goes at the end of the sentence (or before the object in some cases).
