Meaning

Collision; conflict. A physical crash or a clash of opinions and interests.

A suru-verb (衝突する) used both literally for vehicle accidents and collisions, and figuratively for conflicts between people, groups, or ideas. As an intransitive verb, it takes the particle に or と to mark what is collided with.
