乱立する
Meaning
To stand in disarray; to proliferate chaotically; to spring up in large numbers without order or coordination.
A Group 3 (irregular suru) compound. Literally means things standing (立) in a disordered (乱) manner. Used when many competing entities — businesses, political candidates, buildings, or organisations — arise in an uncontrolled, crowded fashion. It implies a lack of regulation or planning.
