A verbal noun (する verb). 反映する means both to reflect (as in a mirror) and to incorporate or embody. Common patterns: 意見を反映する (to incorporate opinions), 社会情勢を反映する (to reflect the state of society). More about influence and incorporation than literal optical reflection, for which 映す is used.
