互助
Meaning
Mutual aid; mutual help. A system or spirit of members of a community helping one another reciprocally.
The principle of 互助 is central to Japanese community organisation and social policy. 互助会 (gojo-kai) are mutual aid associations common in workplaces and communities. In social welfare discourse, 互助 is distinguished from 公助 (public assistance) and 共助 (communal assistance), forming a three-tier framework: 自助 (self-help) → 互助 (mutual help) → 共助 → 公助. This hierarchy informs how Japanese welfare policy frames responsibility.
