放肆

Meaning

Unrestrained; impudent; wanton. Behaviour that is audaciously beyond acceptable limits, showing disregard for social norms, authority, or the rights of others.

Carries a clear negative connotation. Often used by authority figures to rebuke improper behaviour: 放肆! (How dare you!/Outrageous!) Used to describe someone acting without any restraint or propriety. More serious than 随便 (casual) and more specific than 无礼 (impolite).
