Meaning
The adverb 从来 means 'always' or 'all along' and emphasizes that something has consistently been the case from the past up to the present. It is most commonly paired with 都 for emphasis, and often used with 是 in the predicate.
从来 is frequently used in both affirmative and negative sentences, though negative usage (从来不/从来没) is actually more common. In affirmative sentences, 从来都是 means 'has always been.' In negative sentences, 从来不 means 'never' (habitual) and 从来没 means 'has never' (experiential). The inclusion of 都 adds emphasis and is very common in spoken Chinese. Note that 从来 always refers to a span from the past to the present — it cannot describe future intentions.
