一筹莫展
Meaning
Completely at a loss; unable to think of a single plan or solution; totally stuck with no way forward. Used when someone is entirely unable to resolve a difficult situation.
A four-character idiom (成语). 一筹 means 'one strategy/move' (筹 = a counting rod used in planning); 莫展 means 'unable to unfurl/deploy.' Together: not even one strategy can be deployed. Used when someone faces an intractable problem and has exhausted all options. Strongly negative, implying helplessness.
