Meaning

Absolutely; under no circumstances; by no means. An emphatic adverb used to stress prohibition or impossibility.

Almost always appears in negative constructions: 万万不可, 万万没想到, 万万不能. The first example conveys absolute prohibition; the second expresses total surprise ('never in a million years'). Carries a strong, somewhat dramatic tone. Common in formal speech, warnings, and emotional outbursts.
