Rhetorical questions in Chinese use patterns like 能……吗, 不是……吗, and 怎么会……呢 to make a statement disguised as a question. The speaker does not expect an answer — the 'question' emphasizes an obvious point.
Chinese has several common rhetorical question patterns, each with a distinct flavour. 能……吗? implies 'of course you can't' (你能不吃饭吗?— Can you just not eat?). 不是……吗? reminds someone of a fact they should already know (你不是答应了吗?— Didn't you promise?). 怎么会……呢? expresses that something is impossible or very unlikely (他怎么会不知道呢?— How could he not know?).
