意味

An adverbial phrase meaning 'even if not to the extent of' or 'if not X, then at least Y.' It expresses that while an ideal action or state may not be achieved, a lesser alternative should at minimum be pursued.

ないまでも sets up a scale where the ideal (before ないまでも) is acknowledged as perhaps unattainable, and a more realistic minimum (after ないまでも) is proposed or expected.
