Meaning
Cannot say; cannot claim; hard to say exactly. Used to express that one cannot make a definitive claim or that something does not quite reach a certain standard.
Functions in two main ways: (1) to indicate that a definitive judgment cannot be made (说不上好坏 — can't say whether it's good or bad); (2) to indicate that something doesn't quite qualify or measure up (说不上是美食 — can't really call it a delicacy). Very common in both spoken and written Chinese.

- 这道菜说不上好吃,但也不难吃,就是普普通通。 I can’t say this dish is delicious, but it’s not bad either—just ordinary.
- 他对这座城市说不上特别喜欢,也谈不上讨厌,只是觉得陌生。 He can’t say he especially likes the city, but he can’t say he hates it either; it just feels unfamiliar.
- 具体原因说不上来,就是有种说不清的不安感。 I can’t really put my finger on the exact reason—I just have this uneasy feeling I can’t quite explain.

Don't Say
- 不能将 说不上 理解为 不知道 的同义词 — 说不上 implies difficulty in making a precise judgment or claim, which is more nuanced than simply not knowing
