Meaning

One of; one among. Used after a superlative or descriptor to indicate membership in a group.

Always used after a noun or noun phrase to mean 'one of them'. A very common construction: 最重要的问题之一 (one of the most important issues), 世界最大城市之一 (one of the world's largest cities). It cannot stand alone and must follow a modified noun.
