Meaning

To create; to build; to cultivate (an atmosphere, environment, or culture). To deliberately construct a setting or mood.

Originally referred to building and construction in classical Chinese (营造尺 was a traditional unit of measurement). In modern usage, predominantly means to intentionally create an atmosphere, environment, culture, or effect. Very common in business, education, urban planning, and cultural contexts.

  • 我想营造一个好天气 — 营造 applies to human-constructed atmospheres and environments, not natural phenomena; for wishing for good weather say 希望天气好 or 盼望晴天
