声 = 士 + 耳 (voice, sound, to announce); 称 = 禾 + 爯 (to call, state, weigh)
Meaning
To claim; to assert; to declare — stating something, often without providing proof, or when the statement is disputed.
Carries a slightly sceptical or neutral-to-negative connotation: the speaker may not believe or cannot verify the claim. Common in journalism, legal proceedings, and academic debate. Contrasted with 宣称 (to proclaim) which can be more emphatic, and 承认 (to admit/acknowledge) which implies truth.
