Meaning

More deliberate and considered than 考虑 — 顾及 implies active attention to potential consequences or affected stakeholders. Frequently used with negation: 无暇顾及 (no time to attend to), 未能顾及 (failed to take into account). Common in formal and semi-formal contexts including policy discussion and interpersonal communication.
