Run it up the flagpole
Meaning: To present an idea to see how people react; to test public response.
Often used with 'and see who salutes' — meaning put an idea out there and see if anyone supports it. Very common in American business and advertising. It implies the idea hasn't been committed to yet; it's still in the testing phase.
