Meaning: To improve your situation through your own effort, without help from others.
Originally meant something physically impossible (you literally cannot pull yourself up by your own bootstraps), this phrase has been adopted unironically to mean self-reliance. It's a cornerstone of American individualism, though increasingly used sarcastically to critique the idea that willpower alone overcomes systemic barriers.
