Quiescent differs from static or inert in carrying a strong implication of temporariness — what is quiescent now may reawaken. A volcano may be quiescent between eruptions; a disease may enter a quiescent phase before recurring. In political and social contexts, a quiescent population is one that has fallen silent, often under pressure, but may yet reassert itself. The word is formal and somewhat literary, favoured in scientific and academic writing.
