Meaning: A component part of something; a member of a constituency who is represented by an elected official.
Constituent has two main uses. In politics, it refers to a voter or resident within an MP's constituency — 'the MP held a surgery for her constituents.' In science and general usage, it means a component or element that makes up a whole — 'the constituent parts of a molecule.' The adjective form means 'forming part of a whole' — 'constituent elements.' Both uses are standard in formal writing.
