charter
Meaning: A formal document granting rights, privileges, or defining the principles and procedures of an organisation; also, to hire a vehicle, vessel, or aircraft for private use.
Charter is deeply embedded in British constitutional and institutional history — Magna Carta is the most famous example. Modern charters include royal charters (granted to universities and professional bodies), citizens' charters (setting out standards for public services), and the UN Charter. As a verb, 'to charter' a plane or boat means to hire it exclusively. 'A charter for' something can also be used critically: 'a charter for tax avoidance.'
