hypothecate
의미: To pledge an asset as security for a loan without transferring ownership; in public finance, to earmark a specific tax or revenue stream for a designated purpose.
Hypothecate has two distinct but related uses. In banking and maritime law, it means to offer property as collateral while retaining possession — unlike a mortgage, where ownership transfers until the debt is repaid. In fiscal policy, hypothecation refers to ring-fencing tax revenue for a particular expenditure, as with the BBC licence fee or National Insurance contributions. The term is highly specialised and rarely appears outside financial, legal, or policy writing.
