technocrat
意味: An expert in a particular technical field who holds or exercises political or administrative power, especially someone appointed rather than elected.
A technocrat is distinguished from a politician by their claim to authority through specialist knowledge rather than democratic mandate. The term is used in discussions of governance where unelected experts — economists, scientists, engineers — shape policy. It can be neutral or mildly critical, depending on whether the speaker values expertise or democratic accountability more highly.
