When a New Yorker from Brooklyn, Queens, the Bronx, Staten Island, or the suburbs says 'I'm going to the city,' they mean Manhattan. Even though Brooklyn has millions of people, 'the city' is always Manhattan. This usage extends throughout the tristate area — New Jersey and Connecticut residents also say 'the city' to mean Manhattan.
