'Bugging out' (or 'buggin'') means reacting with extreme surprise, fear, or agitation. It can also describe someone acting irrationally or erratically. In NYC slang, 'buggin'' is especially common and can mean overreacting, being ridiculous, or losing it. 'You're bugging' = 'you're tripping/being ridiculous.'
