Stagnate is used figuratively to describe economies, careers, relationships, or any situation that has stopped growing or improving. The original literal meaning refers to water that has stopped flowing and becomes stale. The noun 'stagnation' is extremely common in economic commentary (wage stagnation, economic stagnation). The word carries a negative connotation, implying that the lack of progress is harmful.
